TRE-RS authorizes reproduction of graffiti depicting mayor Sebastião Melo during the floods in Porto Alegre
A mural created by artist Filipe Harp in Porto Alegre, the capital of Rio Grande do Sul, has been the subject of a legal discussion. The artwork criticizes Mayor Sebastião Melo’s management of the climate tragedy that struck Rio Grande do Sul in April of 2024.
Initially, the mural was considered to be electoral propaganda in a place or medium prohibited by law. However, the Regional Electoral Court (TRE) of Rio Grande do Sul authorized the reproduction of the mural, since the Electoral Public Prosecutor’s Office (MPE) understood that the painting was an “artwork made by a citizen who is not running as a candidate”.
